We at United Benefit Solutions want you to be informed on the health reforms and how it effects your business. The Patient Protection and Affordable Care Act (H.R. 3590) was signed into law by President Obama, after a year long quest for health reform. Washington enacted the most sweeping change in social policy in over a half century.
These changes will phase in during the next ten years and you need to know what it will mean to you and your business.
Here is a summary of the changes for 2010:
General Business/IRS Reforms:
Small business tax credits are established - Small business tax credit: Businesses with fewer than 25 employees and average wages of less than $50,000 could qualify for a tax credit of up to 35 percent of the cost of employees' premiums
$250 rebate for Medicare members who reach the doughnut hole with Medicare D Prescription Coverage
Indoor tanning has a 10% sales tax added
Insurance Reforms:
Prohibits lifetime benefit limits
Cost sharing is prohibited for preventive care
Dependent coverage up to 26 is mandated
Internal and external appeals processes are established
Pre existing limitations for children under 19 are prohibited
The question most are asking is "When are my costs for insurance going down?" The 35% tax credit is a great start for employers with less than 25 employees who provide health insurance coverage. This portion should phase in during the fourth quarter of 2010.
It is important to note that many of these reforms and their effective dates are subject to the rules and regulations process at the state and feberal levels - which could alter the intended timing of implementation.
